
John Marshall Harlan (1833 – 1911) Born in what is now Boyle County, Kentucky, Supreme Court Justice John Marshall Harlan is best known for condemning racial segregation in his dissent from Plessy v. Ferguson in 1896, when he declared, “Our Constitution is color-blind.” He resided in Frankfort for many years, served as Franklin County Judge, and unsuccessfully ran for Kentucky governor on the Republican Party ticket.
